This is a concept of the detectives units top floor... and yes that is a flying car.

I wanted the prestigious detectives to enjoy a magnificent view of the troubled city. Have an easy access to the take-off platform and not ever having to put their feet into the stinky morgues again. The suspects are being grilled in the light rooms behind and the entire Detectives division is being operated with with "mirrored" RAID-units for a more competitive atmosphere.
